Lord Palmerston
1784 - 1865

British statesman, a.k.a. John Henry Temple, 3rd Viscount Palmerston, Prime Minister of England for most of 1855-1865, formerly Foreign Secretary (1830-1841 and 1846-1851), and Secretary of War (1809-1828). Palmerston was a free-trader and gunboat diplomat who shamelessly promoted his country's enlightened self-interest.

1848 - from a speech in the British House of Commons
